Of all the bureaucratic deadlines in Colombia's immigration system, the 15-day cédula window is the most punishing. Miss it, and you're exposed to fines that can exceed $3,300 USD. It's the single compliance item that catches the most expats off guard — not because it's complicated, but because the appointment booking system is competitive and the deadline is mercilessly short.

How the Clock Works

The 15-calendar-day window starts on different dates depending on where you were when the visa was issued. If you were inside Colombia at the time of electronic visa issuance, the clock starts on the issuance date. If you applied from a consulate abroad, the clock starts on the date of your entry stamp into Colombia. There's no ambiguity and no extensions.

Calendar Days, Not Business Days. Weekends and Colombian holidays count. If your visa is issued on a Friday, you have until the second Friday after that — not the second Friday of business days. Plan accordingly.

How to Book the Appointment

Migración Colombia releases appointment slots for the Bogotá office every Sunday at 5:00 PM on their website. In Bogotá, these slots fill within 30 minutes due to extremely high demand. The system is first-come, first-served, and there's no waitlist.

What Happens If You Miss It

Failure to initiate the cédula application within 15 calendar days triggers disciplinary fines under Migración Colombia's enforcement framework. The fine scales based on officer discretion and delay length, up to a maximum of 7 SMMLV:

7 × COP 1,750,905 = COP 12,256,335 ≈ $3,300 USD (2026)

In practice, many officers apply the fine on a sliding scale — a few days late may result in 1–2 SMMLV, while months of delay can trigger the full 7 SMMLV. But there's no guarantee of leniency, and you have no leverage once the deadline has passed.

Emergency Options If You Can't Get an Appointment

If Sunday appointment slots are consistently unavailable and your 15-day window is closing, you have two options:

Option 1: Walk-in at Migración Colombia. Visit the Bogotá office in person with printed screenshots showing your failed booking attempts (with timestamps). Explain the situation. Staff have discretion to accommodate urgent cases. Bring all documents ready to go.

Option 2: Book in another city. Migración Colombia has offices in Medellín, Cali, Barranquilla, Cartagena, and other cities. If Bogotá slots are full, check other locations — they're often less competitive. You can apply at any office regardless of where you live.

After the Appointment

You'll receive a contraseña (receipt) that serves as your temporary ID. The physical cédula card takes 3–4 months to arrive due to National Printing Office bottlenecks. The contraseña is legally valid for most purposes — see our full cédula guide for what you can and can't do with it.

Is the 15-day rule strictly enforced?

Yes. Migración Colombia actively tracks visa issuance dates against cédula application dates. The fine is applied at their discretion when you eventually apply — there's no way to avoid it retroactively if you're late.

What if I'm hospitalized or have a medical emergency?

Documented medical emergencies may be considered as mitigating circumstances. Bring medical records and hospital documentation. This is at the officer's discretion — there's no formal exemption policy.

Can I apply for the cédula before entering Colombia?

No. The cédula application requires an in-person biometric appointment at a Migración Colombia office inside the country. You cannot apply from abroad.

Does the contraseña expire?

The contraseña is valid until the physical cédula is delivered. If the cédula takes 4 months to arrive, the contraseña covers that entire period. Keep it safe — getting a replacement involves another appointment.
