Bogotá Short-Term Rental Building Rules: How to Check Before Paying

How to obtain and understand building policies, not assume permission. Practical questions and a script to send the operator.

Building permission must match what is being sold. For a furnished stay, look past the listing headline and confirm details about the specific unit and agreement before committing funds.

Ask whether the stay is residential or tourist use

Colombian building bylaws, called reglamento de propiedad horizontal, can restrict how units are used. Tourism rules are especially important when someone markets a unit as vivienda turística. The Superintendencia de Industria y Comercio has instructed providers that tourist accommodation in buildings under propiedad horizontal must have express authorization in the duly registered building regulations and an applicable tourism registration.

Request proof instead of a reassuring phrase

Ask the manager for the building’s relevant policy, confirmation from the administración where appropriate, and the applicable RNT details if marketed as tourist lodging. Avoid relying on a concierge saying “people do it all the time.” Rules on visitors, ID registration, pets, move-in times and building amenities can be different from the legal question of whether the use is authorized.

Understand the risk to the guest

An unauthorized listing can create check-in problems even if a host already collected payment. If the building’s front desk will not admit you, the promised apartment is not a usable stay. Ask who will meet you, how your access will be registered and what happens if entry is refused. Preserve the answer in your booking file.

Do not overgeneralize from trip length

A 30-day contract, tourist platform listing and standard residential lease are not necessarily treated identically. Classification depends on facts and the applicable legal framework, not just a number of nights chosen by the host. Get reliable legal advice for disputed or high-value arrangements.

Check before you pay

  • Identify residential lease versus tourist accommodation
  • Request relevant building authorization
  • Verify applicable RNT if tourist lodging
  • Confirm guest registration and ID rules
  • Define remedy if building denies entry

Copy this message to the manager

“Is this offered as a residential tenancy or tourist stay? Could you confirm building authorization, any applicable RNT number and exactly how our check-in will be approved?”
